I am not sure you can use socialism as a definition of the education system correctly.. socialism (and capitalism) refer largely to countries economic systems

Economic systems are the systems that provide goods and services to people. If goods and services are primarily provided for by the government (or government owned companies) then the country is socalist. If a major part of the economy or a large category of goods and services is primarily provided by some government system or plan then that system or plan is a socialist system or plan. In England and Canada they have a largely socialist health care system. In the United States, we have a predominatly socialist education system.
