The incentive lies in not scrapping an entire GSM-MAP (and eventually GPRS) core that's cost billions of dollars to create.

Could you explain what precludes a CDMA2000 air interface on top of a GSM-MAP core? I know that work has been done on the standards to reach this eventual conclusion.....but I am wondering about real world problems. The key differences between the CDMA2000 air interface and W-CDMA seem to be the chip rate and synchronicity....not sure why this would preclude an overlay.

1x EV-DV flavor, being both ANSI-41 and GSM compliant, will be just as appropriate, just as cost effective as wCDMA for GSM upgrades. The existing GSM Map can stay in place either way.

In fact, from a royalty standpoint, and from the standpoint of China manufacturers' advantage, 1x EV-DV will be considerably less expensive.
