Simplistic, dogmatic, and often inaccurate statements are what the politicians do-- but it doesn't really work in a forum like this where there is usually someone who knows more about something. In this case, since that was what I was doing for a living in the 70s, I think I"m on fairly safe ground with what happened and when. I wasn't with the department through the 80s, but I do know we could see the problems brewing in the 70s. Reagan did manage to get the involuntary commitment laws changed back, which helped, and some of the funding,m but so many pitiful people had fallen through the net, that unless they posed a threat and were noticed, they were too far lost.
It was a tragic situation and one to which both parties contributed over a long period of time. To make the kind of random statement AS did was just--- wrong.
