20 years ago, I believe Carter was President. Besides, cite something besides ONE case. You're incredible. You know ONE person put out during the Carter administration and all of a sudden it's ALL Reagan's fault.

HI Del, I'm afraid that I think YOU are wrong. But you know I love you anyway. The institutions were clearing out long before Reagan took office. Read the history. Trying to blame Reagan may be some liberal wish fulfillment-- but I was there, and I'm not buying it.
Because of the changes in policy, people were probably still being released- the laws regarding holding people involuntarily had been changed. People could no longer be held against their will unless they were dangerous, even women like the one you describe, who sounds as if she should have been in some sort of sheltered environment.

But the concept was not Reagan's. He inherited it- and while he initially supported it, he later he acknowledged that it had failed.
