Assume that in Virginia, 18 year olds can drink beer, while in the district you have to be 21. If a nineteen year old buys a case of bear in Virginia, gets drunk, then drives into the District and kils someone, should Anheuser-Busch be held liable to the District of Columbia?

That argument has been proven absolutely fallacious. Homicide rates in Northern Virginia, where guns are legal, are a FRACTION of those in D.C., where they aren't. It must be something else, e.g. cultural and drug problems, rather than the supply of guns.

What on earth is an "excess gun?" Do they grow legs, wheels, wings, or fins to "make their way" into markets like DC, NY, etc? I should think they would enjoy life more in Virginia, where they are legal and treated with respect and caution.
