Because of GOP stooges in the Congress like Lott and Delay and Armey.

Also, so much of the country's energy was drained by the Clinton witch hunt.

Reagan/Bush also had 12 years to balance the budget and jump-start the American economy, but they never did. Why did this not happen with Reagan/Bush but rather with a Democratic president and a hostile Congress?
