A confidential British Foreign Office report, the details of which were released to the press, says the Iraqi president is importing large quantities of Scotch whisky and cigarettes in exchange for food and medicine destined for the Iraqi people.

I guess they are running out of more serious accusations to say. How much scotch can the guy and his cronies drink, anyway!

But why would a report like this be "confidential" ? I would think the british would go out of their way to say something bad about Iraq to justify their genocidal actions.
