Reagan continued to have high ratings throughout the period, that is bogus. Clinton ran around yelling "the sky is falling", and, as often happens with demagogues, he won. He actually had plenty of spending initiatives shot down, and there would likely have been more if it hadn't been clear that it was futile to send them to the Hill.....
