Cigaretts and whiskey are available from anywhere. Medical drugs and istruments are not.
Practically any effective drug or vaccine has to be purchased from the US or Europe, because
they are not made anywhere else. Also they are dated items, and need special handling and
temperature control. Generally most recent drugs are single source and do not have even
generic equivalents.

Do you believe it would be possible for the Mid East to use some of that revenue from the sale of oil to build schools? If they did that, maybe there would be some biotech firms there, etc.

All the evidence is that it was a plan discussed between Saddam Hussein and the US
ambassador to Iraq at the time. Her name is April Gillespie. She testified before the US
Senate, but that testimony so far has not been released. CNN showed a video (provided by
Iraq) where Saddam Hussein discussed with the US ambassador complaints that Iraq had
about Kuwait stealing oil from wells within Iraq. She answered "Border disputes are something
to be resolved between the Arab states themselves, and the US had no intention of interfering
with that". So that's the famous "green light" that Iraq claims the US gave it to invade
Kuwait.

You are saying that Saddam Hussein was given permission to settle the dispute which I cannot say is accurate or not. The way to settle was to militarily attack? The Arab states never head of negotiating an issue? What do you believe causes such type behavior?
