This is an interesting agreement signed by the Pope:

Article 16

Before bishops take possession of their dioceses they are to take an oath
of fealty either to the Reich Representative of the State concerned, or to
the President of
the Reich, according to the following formula: "Before God and on the Holy
Gospels I swear and promise as becomes a bishop, loyalty to the German
Reich and to
the State of . . . I swear and promise to honor the legally constituted
Government and to cause the clergy of my diocese to honor it. In the
performance of my
spiritual office and in my solicitude for the welfare and the interests of the
German Reich, I will endeavor to avoid all detrimental acts which might
endanger it."

That's the quid.

Here's a line from the Appendix: The Supplementary Protocol:

Article 13. It is understood that the Church retains the right to levy Church taxes.

And I believe that's the quo.

Who do you suppose collects the "levied" Church taxes? "Levied"? Odd word. Do you suppose the priests went around with a dish? Would that be "levying," which I believe implies "exacting through authority"? I suspect this is the Article that, w/o saying explicitly, "We want taxes collected from all our members, and you, Hitler, will do that for us, thank you very much, see Article 16 wink wink," arranges that very thing.

A Church wouldn't be very effective at its "retained" right to "levy" taxes without a collection agency, would it? I'll bet revenues increased mightily after the haha "retained" right got a bit of an adminstrative assist by being collected. A mere administrative bagatelle. No reason to spell it out any more than it is spelled out. And good reason not to.

It is all put exactly as one would expect. Exactly. It's even in a Post Script -- the Appendix.

You are so good at research I'll bet you could find out whether right now, or at least still in 1997 when my quote is dated, the government considerately collects taxes for the Church from Church members-- and if so, when that convenient arrangement was made. Which year.

It's disgusting.
