I did a google search and found that there is indeed a tithe collected by the German government for people who check off a box that declares that they are members of a religion. I can't find when it was adopted, it seems to be centuries old. So I don't see what it has to do with Hitler.

I wonder if it was begun in 1933. I wonder, if it was earlier, whether there was a threat by the Nazis to stop the practice, and whether, then, the quo for the quid was to continue to collect the taxes for the Church instead of stopping.

What I don't wonder is whether the Church did or didn't get something in exchange for giving the Nazis Article 16. There was, you may be sure, payment made for that agreement to stand back, be silent, and not interfere....
