Not sure which double bottom you mean. The Oct/May double bottom both had similar RSI's. If you mean the double low on 10/13 and 10/18 then there is a slight bullish divergence with higher lows, but that actually only shows up on the daily chart, those same 2 lows on an hourly chart show a slight negative divergence.

I usually look for something a bit more pronounced with that pattern. For example the hourly plot of the Naz shows a MUCH lower RSI yesterday at the high on the 24th vs the high on the 20th. There was no way the Naz could do anything but pull back in the face of that weakness.
