The argument is this: Bush wants churches, private organizations play a larger role -- rather than the government -- in expanding this social service safety net. Fact is, with church membership declining all across the country, many churches are not able to step forward and do this. I'm all in favor of the Salvation Army and Catholic Social Services expanding their worthy programs, rather than have the government fill this void. But the trends suggest otherwise.
