He has to ensure no illegal activities take place. What was committed is a BIG TIME federal crime. Ask any of your friends who work for federal contracting companies. Penalties are serious.

Question is: What steps did Cheney initiate to ensure that such activities are not repeated?

It is after all the law. A CEO has been convicted of leaking rat poison in his food warehouse (U.S. vs Parke). The principle is "respondeat superior" --- let the boss answer for it. The boss is required by his fiduciary duty to make sure that nothing crooked is going on in his business. Failure to do so is negligence, and in many situations is a criminal offense.
