Not really. After all, we apparently find it in our national interests to determine what kind of missile capabilities our most hostile enemies have, then beef up their weak spots by trading them missile technology for glass beads. Usually we also throw in some Top Secret thermonuclear data, especially if they can send some campaign funds to the White House.
