I see, so the budget as amended (after all, expenditures are part of the budget) also was subject to dire predictions? I don't remember, but perhaps you are right. I seem to recall a sense of relief when he could not pass the stimulus package. In any case, it is hard to say what might have happened had the Republicans not captured the Hill. Still, it is not inconceivable to me that adverse reaction was overblown........
