That's because the Bush plan would make unavailable the SS trust fund for the government to raid. Instead of creating new plans or accounts, they should just make IRA, 401K, and 403B plan contributions credited toward FICA taxes. That would restore the original intent and operation of these plans.

Summers is a Gore advisor and liberal, partisan political hack with a stake in the outcome of the election. The Washington Post is a "liberal elite" publication that traditionally supports liberal Democrat candidates.
