yes. specifically, they tend to run up the NDX and SnP futures. not hedge funds, but mutual funds and big broker houses. in any case, it fell apart almost as quickly as it began...

That's it basically, it implies a large player (hedge fund, MuFu, brokerage) using index futures or specific index components to push up the index or sector as a whole. Can be used as a verb "Did you see them ramp the NDX today...up 110 in 15 minutes!" or a noun "Wow, what a magnificent 3:30 SPoo ramp LameMan engineered today". Generally a manipulative technique to make the tape look (or a specific sector or stock) look better than it really was.
