Tommaso, a while back you were inquiring about how one might open a foreign currency account. This is not an offshore bank, but they allow foreign currency checking accounts to be opened with as little as $2,500. Interest is paid starting at $10,000. You can also get CDs denominated in European currencies. I can't vouch for their service, since I just found out about them today:
