Not only has Washington never cancelled a spending program once begun, the liberal Courts wouldn't let it! Spending programs become "entitlements," interpreted by liberal judicial appointees as Constitutional "rights," thanks to well, people like Gore who thinks the Constitution is just a piece of paper that changes with the breeze.
