The URL you posted to a 99 Rand report isn't the one in question that was released yesterday, is it? This one seems to be addressing the problem of score discrepancy between HIspanic and whites in education, nationally and not in Texas, and is much longer than the brief one now being quoted.

I am curious what you think of the timing of yesterday's release, and whether you think the very brief, 14 page, non-peer-reviewed paper should be used to try to refute a much more intensive (and favorable) 245 page, peer-reviewed report released earlier. Also, is it really a good thing for Rand that the Democrats are picking and choosing the numbers they want to use to discredit Bush from the non-reviewed piece, and ignoring the still positive results that are apparently also mentioned in it?

The whole thing just has a sleazy feel to it. I would be unhappy if I were with Rand.
Fwiw, I have long opposed the intensive TAAS practice prep done in Texas schools.
