Rand is completely non-partisan. Has always been accused of being too hawkish and conservative politically because of their recommendations during the Vietnam War for the CIA and military. Hardly an insitution the GOP can attack with a straight face. Their last report which praised Texas education ON THE SURFACE came out just before the GOp convention. Then they realized there was more to the story and looked beneath the facade. Realized they'd been tricked.
