Yes, it is. The only place it isn't a loss until you sell is on your tax return. An unrealized loss is still a loss.

If someone bought gold at $700 (now $270) and never sold, do they have a loss? If a company bought inventory that has declined in value 80% and they haven't sold it, do they have a loss? If someone bought YHOO at 250 (now 55) and never sold, do they have a loss? If someone bought PCLN at 104 (now 5-1/4) and never sold, do they have a loss? If someone bought KOOP at 19 (now 7/8) and never sold, do they have a loss? If someone bought ICGE at 212 (now 12-3/4) and never sold, do they have a loss? If someone bought VUSA at 50 (now bankrupt) and never sold, do they have a loss?

What if they sold and 31 days later bought any of those stocks back at the same price or lower, do they have a loss?

If someone bought CSCO in 1997 for a split adjusted 8 (now 51) and never sold, do they have a profit?
