Why Would US Government Interest Payments Be A Part of the Balance of Payments Deficit?
Is your question what portion of treasury notes are held by foreign entities?

They are related, but, no, my question is How much of each month's (or is it, quarter's) approximately 30 Billion dollars negative of the balance of payments is caused by interest or other transfer payments to other than American Citizens.

Once justification the government has always used to justify deficit spending is that "we just pay the money to ourselves, anyway" what part of that statement, if any is not true.
