Frank: Gore's SS plan is sounder because it puts the SS money into a "lock box." Bush's plan doesn't. Gore also has a private investment SS option, but it's less risky than Bush's. Gore calls for the creation of Retirement Savings Plus Accounts. These private accounts would add to, not take away from, Social Security. These accounts would particularly help low-income Americans who don't have traditional IRAs or 401(k) options.

What you and the other Repubs need to ask about the Bush plan is this: What happens if the market crashes? Whose plan offers greater protection? The answer is the Gore plan.
