Up-Down: The "lock box" is a key component in Gore's Social Security plan but is not a plank in Bush's plan. Is that not correct? Haven't presidents historically raided the Social Security coffers to fund other endeavors? Wasn't this done during the Reagan-Bush years? What is wrong with the "lock box" concept? Who cares whether the "lock box" concept was a Republican idea. Joe Public doesn't care. All he cares about is that his Social Security benefits will be there for him when he turns 62 or 65.
