Not completely, or the markets would have seen more upward movement. I think there is still alot of $$$ sitting on the sidelines waiting for the tech rotational road kill (fiber optics being the latest victim) to be finished and a true bottom put in before they start their buying in earnest.

Nonetheless I think they are nibbling on AMD and Intel today.
