What do you mean by balanced?
I mean that under the Clinton Gore tax policy, the revenues into the government were reasonably close to the expenditures out of the government. Reagan couldn't decide if he wanted more spending or less taxes, so he had them both. (I know you will pipe up saying Congress did the spending, but how many times did Reagan veto or shut down the government to enforce his budget priorities?, he gave a clear signal that the cookie jar lid was removed). Clinton and Gore saved us from almost certain financial ruin.
