I see your point, i.e. the way I presented the material could make it seem that I had quoted it in its entirety. That had not occurred to me. A "More" notation was called for, as you suggest, even though the remainder of the statement was not germane to the discussion at hand.

I take it by your earlier citation that you accept the RAND CEO as an honest source. His assessment should put to rest the idea that political considerations skewed either the content or timing of the recent, less-favorable assessment of Texas education.
