I think if CSCO's numbers are great and Bush wins we
could get a rally to 4000.

It is until it isn't. Any good chartist knows that you wait for confirmation before you declare the bottom. Yestarday's action was wholly unconfirmed by yesterday's action.

There are bottoms and then there are tradable lows.

The significance of either probably depends on the duration of the trade.
