True. As the S&L became insolvent and FSLIC ran out of funds to take them over, FSLIC itself would have collapsed. There was no federal guarantee of FSLIC. Free market would have let it collapse. FSLIC allowing the ballooning of assets undermined the system and led to the collapse. No one had the guts to close them as they went into their wild pursuit of deposits at unremunerative rates.
