Do I have to uninstall and then reinstall IE?

Not necessarily. This option may not be available (depending on which version IE you have) but try start button/programs/accessories/system tools/system information/
click on tools/ internet explorer repair tool

Choose repair button and it may repair itself
If this fails you can run setup again
If this fails revert to your previous configuration and then download the new version again
