Here's another story.

A group of people live in a place, fertile but undeveloped. Over the course of generations they build farms and houses, plant crops, develop the land to make it productive. They flourish and grow. Occasionally they make a mess. They have stories and legends about an owner of the land, but the owner has never shown up.

Then one day a bunch of people show up, claiming to represent the owner but showing no evidence. They demand not only a cut of the harvest, but the fealty of the people.

A somewhat different tale, and perhaps a little closer to our situation.
