The BIS functions: As a forum for international monetary and financial cooperation, with the services offered by the BIS in hosting meetings of central bankers and in providing facilities for various committees, both standing and ad hoc, making a significant contribution to the promotion of international financial stability. A bank for central banks, providing a broad range of financial services for managing their external reserves. A centre for monetary and economic research..... An agent or trustee, facilitating the implementation of various international financial agreements. Registered office of the BIS: Centralbahnplatz 2, Basel, Switzerland June 2000 [End.] The principal purpose of this new site feature is to give other private shareholders of the BIS access to some of my[Reginald H. Howe] research and analysis as I wrestle with the problem of how to respond to the freeze-out..... ... the freeze-out raises important constitutional issues affecting the conduct of both monetary and foreign policy by the United States..... ... litigation between the BIS and its private shareholders is likely to focus considerable scrutiny on recent official efforts to manipulate gold prices, especially through the use of derivatives. For this reason, GATA is considering whether to support this project as a follow-up effort to its Gold Derivative Banking Crisis..... ... this project will be very much a work in progress. ... This procedure is not ideal, but seems under the circumstances to be the most efficient way to get as much material as possible posted quickly while allowing good opportunity for useful and timely reader input. [Note: Introduced by a commentary, The BIS and Greenspan: Freezing-Out the U.S. Constitution, dated October 27, 2000, this section of The Golden Sextant focuses on the recently announced plan of the Bank for International Settlements to freeze-out its private shareholders at an Extraordinary General Meeting scheduled for January 8, 2001. The proprietor, who owns several shares of the American tranche, plans to complete, revise, enlarge and extend these materials as time and circumstances permit. Other shareholders are advised to seek their own counsel. All opinions expressed here are those of the proprietor. No assurance can be given that they will be accepted or upheld by any particular court or tribunal.] THE GOLDEN SEXTANT - This site takes its name from its proprietor's 1992 essay of the same name. The Golden Sextant won the first Bank Lips AG International Currency Prize. The subtitle of this site is MPEG, standing here for Money, Politics, Economics and Gold. It offers commentary by the proprietor on these topics and occasionally on other subjects. But its raison d'être is to carry on the fight for sound, constitutional money. The proprietor, Reginald H. Howe, is an author and private investor. A graduate of Harvard College, Harvard Law School and the Bologna (Italy) Center of the Johns Hopkins School for Advanced International Studies, he began his business career in 1964 as a financial analyst with the international division of The Kendall Company. From 1976 to 1984, Mr. Howe was a partner in the Boston law firm of Palmer & Dodge, where he specialized in civil litigation and was a member of the firm's investment committee. He was an associate at the same firm from 1970 to 1976. In 1983, Mr. Howe organized Golden Sextant Associates, a general partnership for investing in developing North American gold mining companies, and he served as its managing general partner until its profitable dissolution in 1987. For a few years thereafter, he continued as a sole legal practitioner and served as a registered investment adviser to private clients. In his spare time, Mr. Howe enjoys sailing, skiing, blading, and motorcycling. Il s'intéresse aussi à la francophonie de l'Amérique du Nord, et il a plaisir à voyager au Québec, en l'Acadie et à St. Pierre et Miquelon, surtout à moto ou en bateau.
