Kelley, I've heard the arguments and I believe the limitations were marketing decisions.
Do you think the thermal throttle on the i820 MCH is also a marketing decision? Did you know there is a thermal sensor on each RDRAM die that can trigger throttling of Read/Write access to memory? This is in addition to a limitation on the number of devices on a RIMM that can be in the "Active" power state. A lot of engineering went into thermal control of a RIMM. (Check out the 82820 MCH spec, pages 128 - 131).
