BillyJoe, does the waviness subside as you move the fan
away from the monitor? If yes, we probably have radiated
interference. If the waviness stays the same, then the
interference travels along the power line. For the latter
you could try plugging the pc and monitor into a surge
arrestor type power strip. But if the noise is radiated, only moving the fan away will help.

PS: maybe substituting a low voltage fan would help too.
