But Bush's plan limits the amount of SS contributions that go into privately managed accounts (and thus potentially into stocks) to a small fraction of the SS taxes. This should reduce any risk (while of course greatly reducing possible returns).

I hear you talk about the 90/10 option plays from time to time. What exactly is this?
