In the 3 bear market of this century (1930's, 1960's, 1970's), there have been been several rallies during the decline. What I noticed is that most of the rallies were limited to about 1/3 of the decline. Since I was eyeballing those rallies, it appears that they were probably FIBONACCI 38% rallies. So a safe play would probably be to play the rebounds to only the FIB 38% level, in case it is a bear market.
