I do not see how you could possibly even guess at how he would react in an "emergency". Which values exactly will he stand tall for? He lied in the debate about that wonderful patient's bill of right's he supported (not) and he also said Gore was outspending him (not according to the figures I saw). Of course all politician's lie- or mis-speak, if you prefer.

But what exactly has Mr. Bush done in Texas, where his opportunity to do much of anything has been rather limited? He talks a great deal about education in Texas. This seems to be one of his great accomplishments- at least as he seems to see it. Alas a new report on Texas makes that accomplishment seem less than stellar. Apparently on national test the gulf between minority students and white students is actually growing. The problem is that the State tests (TAAS, if I recall correctly) top out for the very proficient students- so there is an illusion that the poorer students are catching up- when in fact the better students are simply not being tested adequately.

Something to think about. It's a national story- you can probably find it by searching for Rand corp + education, if you wish to read the story.
