I cannot comment on that, but in the 70's after Intel understood the alpha particle problem, they kept it a secret. They first cleaned up own their packaging material, and tied up all the capacity of all the clean package material vendors, and all the capacity for instrumentation for low level alpha measurements. Then they announced the problem at a technical conference. Intel's competitors were suddenly in a quandry, and off base for a few quarters, until the supply constraints cleared up.
