IMHO, it is easier to say that the taxes won't be reduced too much, but harder to say that social programs can't be increased.

It is very easy for bush to turn around and give the top 1% only 1/2 the tax break he promised. I am sure they will be happy enough to get something. They may even be happy with 1/3rd the promised cut. In any case, he will alienate (*maybe*) 1% of the population. In Gore's case, since he is giving small amounts to many, he will end up alienating a lot of folks if he doesn't deliver...
