Partially true. Most firms do indeed base a part of an analyst's bonus on the volume they generate for the firm. But they also base another part on the performance of the recommendations.

Mark, The stock price movement may mean little to the well-known analysts because many are signed to guaranteed contracts. That said, I think most analysts would rather be right than wrong.
