They believe that their judgement from Washington, D.C. is superior to that of those living in Texas-or anywhere else, for that matter. Texas voters rewarded Governor Bush’s success and effectiveness. HEALTH CARE. Since Governor Bush’s election in 1994, the percentage of uninsured in the U.S. has grown while the percentage of uninsured in Texas has gone down. There are almost 43 million uninsured in the U.S., up 4 million since Clinton/Gore were elected in 1992 (U.S. Census Bureau, 9/28/00). In 1999, Governor Bush supported and signed legislation creating the Texas’ Children’s Health Insurance Program (CHIP) program to provide insurance for more than 423,000 children in Texas, and he expanded coverage program to include immigrant children. ENVIRONMENT. Texas air has improved under Governor Bush. According to the 1998 Toxic Releases Inventory (TRI), the latest data available from the EPA, Texas’s ranking has improved under Governor Bush. Since 1994, industrial air emissions in Texas have fallen by 11%. Texas’ lakes, rivers and streams are cleaner than most of the nation. According to the EPA’s National Water Quality Inventory, 69% of Texas rivers and streams are rated as fully supporting all water classification uses (i.e. fishing, swimming and drinking). The national average is only 55%. 78% of Texas lakes are rated as fully supporting all water classification uses vs. 50%. Governor Bush signed legislation in 1997 to ensure clean water for future generations. EDUCATION. Under Governor Bush, education funding increased by $8.3 billion. The 1998 National Education Goals Panel Study showed Texas tied with North Carolina for the greatest gains in student achievement in recent years. The Education Trust found African-American and Hispanic students in Texas have shown the greatest gains on national math tests African-American 4th graders in Texas ranked 1st in the nation in math (NAEP Math Report Card 1996) African-American and Hispanic 8th graders in Texas ranked 1st and 2nd in the nation in writing (NAEP Writing Report Card 1998) An independent analysis by the Fordham Foundation ranked Texas third in the nation when it comes to state education standards. Over the last seven and a half years of the Clinton-Gore administration, our nation has experienced an education recession - decline and stagnation in student achievement. NURSING HOMES. Governor Bush has strengthened regulations on quality of care in Texas nursing homes signing bills in 1995, ’97 and ‘99. New laws raised state standards to match Federal, and provided the state with the tools necessary to ensure quality care and safety: tougher penalties for health and safety violations, stiffer fines, easier license revocation proceedings. Governor Bush has been a strong leader who has worked across party lines to get things done for the people of his state, which is why many Texas Democrats have campaigned on his behalf across the country this year.
