Alcatel and 360networks Form Partnership in Optical
Networking

Paris, Oct. 31 (Bloomberg) -- Alcatel SA, Europe's second- biggest telephone-equipment
maker, said it is forming an alliance with 360networks Inc., a Canadian company that's building
a global fiber-optic network.

The French company said in a faxed statement it will announce the venture in a conference call
today. 360networks, based in Vancouver, had been looking for ways to gain capacity
spanning the Pacific Ocean.

Alcatel, the world's leader in submarine networks, plans to lay more than 100,000 kilometers of
submarine cable in the next few years. In the past fifteen years, it has laid enough to circle the
world 6.5 times.

Alcatel reported third-quarter earnings today.

360networks shares fell $1 to $15.75 yesterday. The company first sold shares to the public
in April at $14 apiece.

Details of the alliance will be disclosed in a conference call at 3:30 p.m. Paris time.
