Fugetaboutit - Maybe they just wanted to pull the bungie cord down tight to let their friends get in on the ride. Or, more likely, as the wise old saying goes: "Never attribute to malice what could be attributed to stupidity" They probably saw bluestone and HP playing patty cake in the sandbox and thought they were spawning. But Jeffries apparently has trouble telling the difference between salmon and guppies and thus made the wrong determination as to who can make the trip upstream ("guppies are faster", so says Jeffries) (oooh, I'm just full of metaphors this morning!)
