The underworld have to and want to buy things from legitimate businesses. Therefore, they would have to pay taxes on their purchases. And, they are big spenders. Also, the foreign tourist would get caught in the net like we get caught in theirs with the Value Added Tax. The real danger is the one you put forth of coming back and reinstating an income tax. Then we would be double dipped again.

Sorry if you missed the point from lack of clarity. There was no claim that the tax would STOP crime only that when the proceeds from illegal or under the table activity were spent, a tax would be collected. Even hookers need some clothing.

Under a flat tax, ill gotten gains and under the table income would still escape taxation.
