Actually, I once followed a stock that acted with the "100% efficiency" that you described.

DTUN - Detroit and Canada Tunnel Corporation.

Damdest thing I ever saw. They would come out of a quarterly report, and the stock price would ratchet, one way or the other. Then it would go to sleep for 3 months.

Of course, it was thin, with heavy insider ownership and with wide spreads. They got bought-out, and it ratcheted up one last time...
