re: Education: I totally agree. They could make an Interstate argument. I thought I was the only person that realized that until now.

But, it is VERY valid local issue.

Environment is definitely an Interstate Commerce issue.

Federal, no.

State, yes.

For example, Washington State Constitution says: "It is the paramount duty of the state to make ample provision for the education of all children residing within its borders...The legislature shall provide for a general and uniform system of public schools." Article IX, Sections 1-2.
