Are you sure you are reading that report right? I see that they have two tables one for Mine Production and one for Refined Metal Production. The Mine Production figures are much smaller for silver then the Refined Metal Production figures. It looks to me like they do some mining, some refining, and even some recycling. I would assume the refined figures include stuff that they didn't mine, but are refining for someone else or that they bought someone else ore.
