So, what you are saying is that the facilities (cable and hardware) were left there, intact. I didn't get that sense from your first message.

It belongs to the ILEC, then, and is connected to their central office, still. I don't see any particular advantage, other than the fact that the construction cost of bringing the fiber to the building has already been covered by someone else (the previous building owner).
